Fulbright-Nehru Specialist Program 2019-20 (Library Science) : Last Date 15/04/19

Program Description
The Fulbright-Nehru Specialist Program provides an opportunity for Indian universities and institutions of higher learning to draw on the expertise of U.S. scholars and professionals and develop linkages with American institutions. Specialist grants focus on strengthening and supporting the development needs of institutions and broadening institutional cooperation. Fulbright Specialists work in their areas of expertise as they enhance their understanding of the cultural and educational contexts of the host country through engagement with the host community.

Host Institution Eligibility
Host institutions should be involved in university-level teaching or training, the expansion of partnerships between universities and specialized institutions, and the promotion of international and cross-institutional cooperation. Institutions that may be eligible to request a Fulbright-Nehru Specialist include, but are not limited to:
  • Institutions of higher education
  • Government institutions (ministries or agencies, courts, parliamentary or congressional bodies)
  • Cultural institutions (conservatories, museums, etc.)
  • Non-governmental organizations including non-partisan, issue-centered institutions and think tanks
  • Medical institutions (public health organizations, teaching hospitals, etc.)
Possible Fulbright-Nehru Specialist Activities 
The Fulbright-Nehru Specialist Program encourages host institutions to tailor projects to their own needs. However, all projects should have an education or training focus. Due to the short-term nature of the exchange, projects should have concrete objectives that can be achieved over the course of the Specialist’s visit. Past Specialists have supported host institutions by conducting activities such as:
  • Delivering seminars or workshops
  • Consulting on faculty or workforce development
  • Developing academic or training curricula and materials
  • Lecturing at the graduate or undergraduate level
  • Conducting needs assessments or evaluations for a program or institution
Note: Personal research projects, including clinical medical research or projects involving patient contact, are not eligible for funding under the Fulbright Specialist Program.
Grant Length
The length of a Fulbright-Nehru Specialist project must be a minimum of 14 days and a maximum of 42 days, including travel days and weekends.
Program Costs
Costs for Fulbright-Nehru Specialist grants are shared by USIEF and the host institution. USIEF pays for international airfare and an honorarium to the Specialist. The host institution is responsible for the cost of housing, meals and any necessary, program- related, in-country transportation. In-country costs may be supplied by the host institution as in-kind services and/or funds paid directly to the specialist. Note that in-country transportation refers to transportation once the Specialist has arrived in the city of the activity, and not to flights taken as part of the international travel.

Requesting a U.S. Scholar
Specialists, who represent a wide range of professional and academic disciplines, are competitively selected to join the Fulbright Specialist Roster based on their knowledge, skill sets, and ability to make a significant contribution to projects overseas. Those individuals that have been approved to join the Fulbright Specialist Roster are then eligible to be matched with approved projects designed by host institutions. Host institutions have the following options for requesting a U.S. scholar:
  • Roster Named Requests identify Specialists already on the Roster in the project application. The host institution and the Specialist have been in contact and mutually agreeable project dates and goals are included in the project application.
  • Named Requests identify an individual that is not on the Roster, but specifically requested by the host institution. The host institution and the Specialist candidate have been in contact and mutually agreeable project dates and goals are included in the project application. A candidate may apply to the Roster before a project application is submitted, but will need to be peer reviewed and approved. Candidates not on the Roster who are in contact with host institutions are strongly encouraged to immediately apply to the Roster by visiting the following link: https://worldlearning-community.force.com/FSP/WL_SiteLogin.
  • Open Requests do not identify a candidate in the project proposal. USIEF and World Learning will assist with identifying an individual with suitable technical or professional experience that is approved by the host institution.

IMPORTANT - India Specific Guidelines for Submitting Applications
Please read the following guidelines carefully before proceeding further.
  1. Applications requesting multiple visits for specialists will not be approved. Therefore, please do not select this option when submitting the form.
  2. Funding is not available to cover any part of local hospitality expense on behalf of host institution. Local hospitality (housing, meals, local transportation, and program-related in-country travel) must be borne by host institutions. Therefore, please do not select options which will make your application ineligible.
  3. Grants are limited. Preference will be given to institutes/university departments that have not hosted a Fulbright Specialist in the last three years.
  4. All selected applicants will be notified about the result by June 2019.
  5. Processing of the selected applications typically takes 4-5 months. Please take this timeline into account when planning the start date of the project.
Application Procedure
Applications must be submitted online through the Fulbright Specialist Program (FSP) Portal - https://worldlearning-community.force.com/FSPHost/ . Please read the Host Institution Application Instructions carefully and follow the instructions for submission of applications.
Interested institutions may download the Host Institution Project Proposal Document. This Word document includes all of the questions that host institutions must complete when they submit the required online application through the FSP Portal. This document would be helpful in reviewing all of the required information before submitting the online application form. The document also lists the eligible academic fields and specializations within each field.
Note: Project proposals submitted via post/courier or email as a Word or PDF attachment will not be accepted. All project proposals must be submitted online through the FSP Portal only.
Last date of submission of application on the portal is April 15, 2019.

1. Post: Librarians in different Government-aided Colleges (General Degree Colleges, Teachers’ Training Colleges and Physical Education Colleges) in West Bengal (except the colleges administered by religious and linguistic minorities).
2. Vacancy: The vacancy calculation shall be done in accordance with the terms laid down in the West Bengal College Service Commission (Manner of Selection of Persons for
Appointment to the posts of Assistant Professors, Principals and Librarians and Re recommendation of Assistant Professor) Regulations, 2012. The vacancy cut-off date and the exact number of all vacancies (Category-wise and College-wise) will be notified before publication of the merit panel. The Commission will not be responsible for absence of vacancy under any category for non-receipt of requisition from any Govt.-aided college.
Eligibility: The minimum eligibility conditions contained in this advertisement are governed by the provisions of the West Bengal Government Notification No.1448-Edn(CS)/8R-01/10 dated 19.12.2018. The Commission, however, can introduce additional parameters in order to select candidates of higher merit. Therefore, mere possession of eligibility does not confer any right to an applicant to be selected or empanelled.
Selection & Recommendation: The eligible candidates will be called for interview for selection. However, the Commission may, at its discretion, call for interview of shortlisted applicants after preliminary selection on the basis of qualifications (MP or Equivalent, HS or Equivalent, UG, P.G., Ph.D., NET/SET).
Recommendation shall be done on the basis of a merit-cum-preference system of counselling, (please refer to point number 2 in the Information and Instruction section).
For the purpose of counselling, merit refers to the rank in the provisional merit panel. Empanelment will not confer any right to a candidate to be recommended.
3. Pay scale: Pay Band – Rs.15,600 - 39,100/- plus Academic Grade Pay of Rs. 6000/-.
4. Qualifications: a) A Master’s Degree in Library Science/ Information Science/Documentation Science or an equivalent professional degree with at least 55% marks (or
an equivalent grade or grade point wherever grading system is followed) from a recognized University/ Institute and exemption thereof (as given in the Note (i)) with knowledge of computerization of library.
b) Qualifying in Library Science at the National Eligibility Test conducted by the UGC or any other test like SET/SLET accredited by the UGC for the purpose of recruitment in West Bengal and exemption thereof (as given in the Note (ii)) and such other conditions as may be prescribed by UGC/ any such affiliating body/ State Government.
Note:
(i) Relaxation of marks:
 A relaxation of 5% marks as admissible at the Master’s Degree Level for the Scheduled Castes/ Scheduled Tribes/ Differently-abled (physically and visually 40% and above)/ Other Backward Classes (OBC) (Non-Creamy Layer) categories for the purpose of eligibility.
 The minimum qualifying marks of 55% is relaxable by 5% (from 55% to 50%) for the PhD Degree holders, who have obtained their Master’s Degree prior to 19 September, 1991.
 The eligibility marks of 55% (or an equivalent grade in a point scale wherever grading system is followed) and the relaxation of 5% marks to the categories mentioned above are permissible, based on only the qualifying marks without including any grace mark procedures.
 All the essential qualifications must be obtained from a recognized University/ Institute. By a recognized University/ Institute is meant a University/ Institute recognized by UGC/ other Statutory or apex bodies or recognized by the State or Central Government as a centre of higher learning. In case of a foreign university, the Degree concerned should be recognized as equivalent to its Indian counterpart by the Association of Indian
Universities.
